It requires sustained investment in infrastructure, ongoing affordability programs, community-based digital literacy training, and local policy that treats broadband as essential infrastructure rather than a luxury service.

Current Initiatives and Programs

Several programs are actively working to narrow the digital divide in Detroit. Connect313, the city's primary digital equity coalition, coordinates broadband expansion efforts, device distribution, and digital skills training across Detroit's neighborhoods, working with the City of Detroit, Detroit Public Library, Detroit Public Schools Community District, and a range of nonprofit and corporate partners.[15] The coalition's digital equity plan identifies specific target populations including low-income families, seniors, people with disabilities, and residents with limited English proficiency.

At the federal level, Michigan's BEAD Program allocation is being administered through the Michigan High-Speed Internet Office (MIHI), which is developing a statewide broadband plan that includes provisions for urban underserved communities like Detroit.[16] ISPs including Comcast continue to offer low-cost internet programs such as Internet Essentials, which provides service at reduced rates to qualifying low-income households, though enrollment and awareness of these programs remain inconsistent across the city. Still, the gap left by the ACP's discontinuation has not been fully filled by any existing program, and advocates have called on Congress to restore some form of federal broadband subsidy.
