Harper Woods officially came into being on February 19, 1951, when residents of Gratiot Township voted to incorporate the entire township area as the City of Harper Woods[2]. Prior to this, Gratiot Township had been established in 1895. Following the vote, a Charter Commission was elected to prepare a city charter, which was subsequently adopted. A City Council was then elected, and the city was formally “born” on Monday, October 29, 1951, with the swearing-in of the first City Council[3].
